Dr. Kabir brings over 20 years of leadership in Managed Care, Global Health, and Healthcare Academics. He holds a medical degree, an MPH in Healthcare Communication, an MHA, and a PhD in Managed Care.
Kabir has led Medicare Advantage (MA) plan benefit designs across HMO, PPO, PFFS, and C&D SNPs, worked with CMS actuaries on annual bids, and managed Part D departments. He has developed formularies for Medicare, Medicaid, and Commercial health plans, managed PBM operations, and advised on MS-DRG claims, saving millions for MA payors. At a leading Lab Benefit Management (LBM) firm, he applied predictive modeling and financial analytics to optimize budgets and inform lab policy and claims adjudication.
He has also led multiple high-performing ACOs, achieving strong quality scores and shared savings. His Fee-for-Service expertise spans CMS innovation models, including ACO REACH, KCF, CKCC, BPCI, and RPM programs. On the tech front, Kabir has helped build modules for EHR, MRA, HRA, risk stratification, Population Treatment, and Case & Disease Management program modules. He has also served as Compliance Officer for MA plans and ACOs.
Internationally, Kabir served as a UN physician, driving initiatives in healthcare quality, HMIS, IEC, and women’s health. He partnered with USAID, ODA, JICA, and FINNIDA on global health projects.
Kabir is certified in Leadership & Management (USF), Time Management (UNDP), Financial Management (IBAIS, UK), and Trainer of Trainers (USAID).
Certified in Leadership (USF), Time Management (UNDP), and Financial Management (IBAIS), Kabir has led research on women’s health, racial disparities, child and elder abuse, and public policy. He taught at the University of South Florida, served as a personal physician for the Prime Minister of Bangladesh, and is multilingual.
